* wic does not find mkdosfs

...because users do not have /sbin in their PATH. Where to fix this
best? I don't want to fork imported wic files.

BTW, I'm looking into IMAGE_TYPE = "wic" so that the user no longer has
to call wic explicitly. We do this successfully in the yocto layer
meta-iot2000 for quite a while.

For now, it's documented in doc/user_manual.md. I'll move it to
isar-init-build-env as soon as I come to wic.

No need to duplicate efforts: let us know when you intend to start.
Maybe I'm done with it by then already, but prior change here all the time.
