[PATCH] build.sh: Fix perl complaints about locale

The log.do_build is flooded by perl's locale complaints:

    perl: warning: Setting locale failed.
    perl: warning: Please check that your locale settings:
            LANGUAGE = (unset),
            LC_ALL = "en_US.UTF-8",
            LANG = (unset)
        are supported and installed on your system.
    perl: warning: Falling back to the standard locale ("C").

Make perl happy by explicitly giving it the C locale.
