The resistance comes from a mechanism without a user, a mechanism that
can (and will) be abused. First hit on google ...

Once we have the use-case we can find the right mechanism or add a new
one.

Have a look at IMAGE_TRANSIENT_PACKAGES. I think prelink could be done
with an apt hook as well, so you have a raw pkg depending on prelink and
shipping the apt config.
