[PATCH v2 0/1] meta: Reenable deps checking

For a long time Isar uses '-d' option passed to dpkg-buildpackage.
This makes it skip dpkg-checkbuilddeps stage.

The patch removes this option.

Changes since v1:
- Switched to Git 'Revert' naming instead of "Reenable"

This reverts commit b18ad30c8ca61670406288070544a755493a5303.

Option '-d' passed to dpkg-buildpackages makes it skip dpkg-checkbuilddeps
stage. For now, this option seems not to be needed anymore.

Removing the option makes build process more strict, but can cause build
errors in downstream, if ':native' build-dep is used in a wrong way.
