This replaces `DISTRO_ARCH` with `PACKAGE_ARCH` in the `OVERRIDES` list.
Note that `PACKAGE_ARCH` defaults to `DISTRO_ARCH`, so this only has an
effect when `PACKAGE_ARCH` is explicitly set in a recipe.
