[PATCH v2] libubootenv: Update to 0.3.5

The version is in Debian Testing upstream.

According to the patch notes[1],[2], following changes are added:
   - 0.3.5 release notes:

    Fix slowness on SPI flash
    Fixes validating Env flags
    Feature: get U-Boot namespace from DT
    Feature: specify UBI volumes from MTD path
  - 0.3.4 release notes:

    Fixes
    Add namespace for multiple environment
    Add new config format based on YAML

Also SWUpdate 2023.12 requires the symbol libuboot_get_namespace,
provided by this version, unconditionally
