[PATCH 1/2] rootfs: Correct cache-dbg-pkgs check to BASE_REPO_FEATURES

Debug symbol packages downloaded during do_rootfs_postprocess are missing from
the downloads/deb (DEBDIR) directory. This change ensures cache-dbg-pkgs is
checked within BASE_REPO_FEATURES, not ROOTFS_FEATURES, enabling the function
rootfs_export_package_cache to properly export downloaded debug packages to the
DEBDIR directory.

[PATCH 2/2] kas: Support CACHE_DBG_PKGS option in menu

menu to enable the caching of debug symbol packages.
