[PATCH 5/8] dracut: enforce build of reproducible initrd

Previously this depended on the rootfs dracut configuration, but in isar
we have to avoid non-reproducible elements, as they result in cache
trashing. By that, we just enforce that the initrd is build in
reproducible mode.
