The build uses a wrapper around 
cargo(https://salsa.debian.org/rust-team/rust/-/blob/debian/sid/debian/bin/cargo?ref_type=heads) 
which replaces crates.io with the local registry. In my opinion the 
Proxy should not be necessary.
