Hey there,

Does ISAR expose a way to add files to an image (e.g. by specifying a
certain file and a desired location for that file in the file system of the
image)?.

Yep, see meta-isar/recipes-app/example-raw/ in Isar or 
https://github.com/siemens/jailhouse-images/tree/master/recipes-core/customizations 
for real-life example.
