This is a Yocto layer, not an Isar one:

11  repos:
    ...
20    poky:
21      url: https://git.yoctoproject.org/git/poky

If you only want a working image, just follow their README.md to clone the
repos and build ava_flasher.yml with Yocto.

Yocto layers can't be used with Isar; if you want to use Debian on this
hardware, you'd need to create a new Isar layer for it. To do that, building
the Yocto layer is still the most useful first step in most cases -- did that
work for you?
