Hi Maksim,
I bet one (if not the) reason why we cannot switch between
ISAR_USE_CACHED_BASE_REPO on and off for the same build output is that the
chroots always have the wrong apt sources configured.
That strongly suggests that we want to get rid of hard-coding base-apt into the
chroots because it breaks too many things (like apt on the target). We should
rather switch it managing those URLs dynamically, either from the outside
(proxies) or via temporarily applied rules that are reverted after each task so
that we can restart with arbitrary settings at any point.
